Overview
Founded in 1992 through the merger of several municipal community foundations (including Danbury and Greenwich), Fairfield County's Community Foundation has grown into a $275 million regional funder serving all 23 towns and cities in Fairfield County, Connecticut. In 2008, the foundation merged with the Greater Bridgeport Area Foundation, further expanding its reach. The foundation has awarded more than $390 million in grants to nonprofits in Fairfield County and beyond.
Under the leadership of President & CEO Mendi Blue Paca, who joined in 2022, the foundation emphasizes systems-level change to close opportunity gaps in education, employment, housing, and health. The foundation's "Fairfield County Forward" strategic plan focuses on addressing racial disparities and structural inequities, particularly for Black, Indigenous, and People of Color; youth ages 16-25; and women and girls. The foundation distributes over $20 million annually in total grants, with $2-3 million dedicated to competitive strategic grants. In FY24 (July 2023-June 2024), the foundation awarded $4.1 million in strategic grants to 154 nonprofit organizations, with 457 total awards made in 2023.

Application Success Factors
What the Foundation Prioritizes
For Strategic Grants: The foundation prioritizes requests from organizations that are:
- Centered in systems change: Addressing root causes of inequity rather than symptoms
- Results-oriented: Demonstrating capacity to measure and evaluate impact
- Data-driven: Using evidence to guide program design and improvement
For General Operating Support: The foundation seeks organizations that:
- Are critical to achieving one or more key result areas
- Center systems-change work addressing structural racism and inequity
- Have proven track records of effectiveness and impact
Foundation Philosophy
As CEO Mendi Blue Paca states, the foundation should be "guided by those most impacted by inequity." This represents a departure from traditional top-down philanthropy toward community-led solutions.

Key Takeaways for Grant Writers
-
Systems change is paramount: The foundation explicitly prioritizes organizations addressing structural inequities and root causes rather than surface-level symptoms. Frame your work in terms of systems transformation.
-
First-timers start small: New applicants should apply for Program Support grants ($10,000-$15,000) rather than General Operating Support. Build a track record before requesting larger grants.
-
Demonstrate measurement capacity: Being "results-oriented" with strong evaluation capabilities is a key selection criterion. Show how you measure impact and use data to improve programs.
-
Target population alignment matters: Projects serving Black, Indigenous & People of Color; youth ages 16-25; and women & girls receive priority. Be explicit about how your work serves these populations in Fairfield County.
-
Letter of Interest is competitive: The two-stage process means your LOI must be compelling enough to receive an invitation to submit a full application. Make your case for systems change and measurable impact in this initial submission.
-
Complete prior work before reapplying: If you've received previous grants, ensure all work is completed and final reports submitted before submitting new applications.
-
One application per cycle: Organizations may only submit one Letter of Interest per grant cycle, so choose your strongest program or organizational need.
